Communities - be it a neighborhood, social club, church group, or simply a circle of friends - are increasingly recognizing the need and value of developing a disaster preparedness program. Most jurisdictions have an emergency management agency that supports the development of such programs*, the most common one being the Community Emergency Response Team (CERT) concept & curriculum developed by FEMA.

However, depending on the size and resources available to a jurisdiction, much of that support is through "guidance," literature and in some cases, basic first aid and other training. Beyond that, community groups that want to develop a program must adopt a "self-help" method and mentality. This perspective and approach are critical, as you will ultimately be relying on yourselves during a disaster. Yet, doing it on your own also means facing the challenge of learning through trial and error.
